SEO Attacks

I’m currently reading a novel that pokes at the dirty process of mudslinging in politics. It brought a thought to mind which is incredibly underhanded and dangerous if acheivable. Google is known to remove sites from their index that participate in paid link campaigns when the links are not clearly marked with the “rel=nofollow” attribute. If there’s a site that ranks highly for a keyword that you do not want to appear anymore, could you purchase a wide-reaching paid link campaign on behalf of the target site in order to get the target site delisted from the Google index? It’s terrible if it’s possible… and, I imagine Google has seen someone try it before. Any SEO geeks have an insight?
